UAE Launches Unified Medical Readiness Framework
UAE National Programme for Medical Readiness and Response has launched the country’s first unified, integrated, and internationally accredited national training system under the Jaheziya initiative.
The Jaheziya national medical readiness system in the UAE aims to standardise hospital training, enhance crisis preparedness, and strengthen national health security across all Emirates.
The programme aligns with the leadership’s vision of building a resilient healthcare system grounded in risk management, preparedness, and operational excellence.
A Nationwide Integrated Operational Model
The new system establishes a comprehensive framework that unifies training concepts and operational protocols across healthcare institutions.
It bridges academic education with real-world hospital implementation. It introduces an integrated emergency management model designed to ensure faster decision-making and higher operational efficiency during disasters and public health crises.

Education and Specialised Curriculum Development
Jaheziya developed specialised scientific curricula covering:

Advanced Simulation and Trainer Certification
The training component integrates high-fidelity medical simulation, realistic mass-casualty drills, and coordinated hospital field exercises.
The programme also certifies nationally accredited trainers to ensure sustainability and continuous knowledge transfer.
Structured command-and-control mechanisms are activated during emergencies, strengthening coordination among emergency departments, ICUs, surgical teams, and anesthesia units.
The system emphasises rapid intervention during the “golden hour” in coordination with paramedics, civil defence, police, and disaster management authorities.
Research-Driven Performance Metrics
Jaheziya supports applied research in healthcare preparedness and risk management. It has introduced national key performance indicators to measure readiness levels and identify operational gaps.
These metrics help refine healthcare policy, improve institutional response capability, and elevate service quality.
Leadership and International Collaboration
Adel Al Shamry Al Ajmi stated that Jaheziya has driven significant transformation over the past five years through investment in human capital and partnerships with global universities and specialised training centres.
The programme has attracted more than ten leading international institutions and trained thousands of frontline healthcare professionals across the UAE.
Roberto Mugavero praised Jaheziya as an advanced model that aligns curricula with European and international standards while reinforcing proactive health risk management.

Through the Jaheziya International Programme, the UAE has shared expertise and training frameworks with partner countries. Joint capacity-building initiatives support emergency and disaster medicine internationally.
