Here’s everything you need to know about the biggest changes arriving in the UAE this July, from travel to education.
July marks the beginning of several important changes across the UAE, affecting everything from transportation and education to government services, business compliance, and travel.
Whether you’re a resident, business owner, student, or one of the millions of Indian expatriates living in the Emirates, these developments are likely to influence your daily routine in the weeks ahead.
Here are six major UAE updates taking effect this July.
1. Etihad Rail Opens Its First Passenger Route
One of the UAE’s most anticipated infrastructure projects is finally becoming a reality.
Etihad Rail officially launches its first passenger service connecting Abu Dhabi and Fujairah, introducing the country’s first inter-emirate passenger railway. While the inaugural journey begins on June 30, regular bookings will continue throughout July via the Etihad Rail website and mobile application.
Public enthusiasm has been immediate. Within just 48 hours of reservations opening on June 23, more than 5,000 passengers booked tickets, with all seats on the inaugural services selling out completely.
The national railway network will continue expanding in phases:
- September 30, 2026: Dubai and Al Dhaid stations open.
- December 30, 2026: Al Dhafra stations become operational.
- March 30, 2027: Sharjah station completes the first phase of the nationwide passenger network.
The project is expected to transform domestic travel by reducing journey times while improving connectivity between the emirates.
2. Major Changes for Indian Passport and Consular Services
July brings significant changes for the large Indian community living in the UAE.
Under India’s revised Passport (Amendment) Rules, passport application fees will increase globally from July 1. Indian diplomatic missions in the UAE are expected to announce the updated fees in UAE dirhams shortly.
Alongside the revised fee structure, India is introducing a new unified service model called the Indian Consular Application Centres (ICAC).
Alhind Tours and Travels LLC will become the new service provider, replacing previous operators for passport renewals, visa applications, Overseas Citizen of India (OCI) cards, Police Clearance Certificates (PCC), and document attestation services.
Some of the key changes include:
- A single platform for multiple consular services.
- A flat service fee of Dh19 per transaction.
- Appointment availability within five working days.
- A targeted processing time of around 30 minutes per application.
The new system aims to simplify and standardize consular services for Indian nationals across the UAE.
3. UAE Schools Begin Their Summer Holidays
Families across the country are preparing for one of the busiest travel periods of the year as schools officially close for summer.
Most schools will begin their eight-week summer break on Friday, July 3, with the 2026-27 academic year scheduled to begin on Monday, August 31.
The holiday period traditionally sees millions of residents travelling overseas to visit family, while others choose local staycations, indoor attractions, shopping festivals, and summer camps.
The annual school break also contributes significantly to increased passenger traffic at Dubai and Abu Dhabi airports throughout July and August.
4. Sharjah Extends Paid Parking Hours Until Midnight
Motorists across Sharjah will need to adjust to new parking regulations beginning July 1.
Sharjah Municipality is extending paid parking hours until 12:00 midnight across the emirate, bringing all standard parking zones under a unified operating schedule.
The revised timings apply across:
- Sharjah City
- Kalba
- Khorfakkan
- Al Dhaid
Public parking will continue to remain free on Fridays and official public holidays, except in designated seven-day paid parking zones where charges apply every day of the week.
The municipality says the change is intended to improve parking management and create greater consistency across different districts.
5. Dubai Summer Surprises Returns for 60 Days
Dubai’s biggest annual shopping and entertainment festival returns this July with another packed calendar of retail promotions and family events.
The 29th edition of Dubai Summer Surprises (DSS) runs from July 2 until August 30 under the theme “Make it a Dubai Summer.”
Organised by Dubai Festivals and Retail Establishment (DFRE), the festival will feature:
- Citywide shopping discounts.
- Live concerts and entertainment.
- Family attractions.
- Hotel offers.
- Dining promotions.
- Indoor experiences designed for the summer season.
DSS has become one of Dubai’s largest tourism and retail initiatives, attracting residents and international visitors during the quieter summer months.
6. UAE Businesses Face First E-Invoicing Deadline
July also marks an important milestone for businesses operating in the UAE.
As part of the country’s transition towards a nationwide electronic invoicing framework, companies are expected to select an Accredited Service Provider (ASP) by July 1, 2026.
The new e-invoicing system aims to modernize commercial reporting, improve tax compliance, and digitize invoicing processes across the economy.
Businesses that delay implementation may face operational challenges when future mandatory reporting requirements come into effect.
For companies that have not yet begun preparations, selecting an approved service provider has now become an immediate compliance priority.
A Month of Important Changes
From the launch of the UAE’s first passenger railway to new passport rules, extended parking hours, school holidays, business compliance requirements, and one of Dubai’s biggest annual festivals, July introduces a series of developments that will influence daily life across the Emirates.
For residents, businesses, and expatriates alike, staying informed about these changes will help ensure a smoother transition as the country continues investing in infrastructure, digital transformation, and public services.
