Telegram CEO Pavel Durov Praises Dubai’s Safety, Elon Musk Shows Support

Pavel Durov has praised Dubai’s safety levels, arguing that the city remains statistically safer than many European urban centers even during a period of heightened regional tensions.

In a post on the platform X on March 1, Durov said he had temporarily relocated to Europe but emphasized that the move did not necessarily improve personal safety.

“Unfortunately, I had to leave Dubai for Europe, so I’m not only missing the free fireworks from Iran, but also exposing myself to greater risk,” he wrote. “Given Europe’s crime rates, Dubai is statistically safer even with missiles flying. Can’t wait to be back.”

The message quickly gained traction online, drawing more than 3.4 million views.

Elon Musk Responds

Elon Musk responded publicly to Durov’s remarks, expressing agreement with the comparison between safety levels in the UAE and parts of Europe.

“No country is perfect, but Dubai and the UAE broadly are objectively safer and better run than many areas of Europe,” Musk wrote.

The exchange sparked wider debate online about safety perceptions, crime data, and governance models across major global cities.

Crime Data Supports Dubai’s Ranking

According to the 2026 Crime Index compiled by Numbeo, Dubai records a crime score between 15 and 16, alongside a safety index exceeding 84. These figures place the city among the safest large metropolitan areas globally.

Other UAE cities, including Abu Dhabi and Sharjah, also rank highly in safety metrics.

By contrast, several European urban centers report higher crime index scores, with residents in parts of France and the United Kingdom frequently citing concerns related to theft and violent crime.

Context: Regional Security Developments

Durov’s comments surfaced during a period of geopolitical tension in the Middle East involving missile and drone interceptions across the region. Authorities in the UAE have maintained that national security systems remain fully operational and that protective measures continue to function effectively.

Security analysts note that while geopolitical developments affect regional stability narratives, the UAE continues to maintain low street crime levels and strict law enforcement standards.

Dubai as a Global Tech Hub

Durov relocated Telegram’s operational base to Dubai in 2017, joining a growing list of technology entrepreneurs who have established regional headquarters in the emirate.

The UAE has positioned itself as a global technology and business hub through regulatory reforms, infrastructure investment, and policies aimed at attracting international talent and companies.

For entrepreneurs like Durov, the combination of digital infrastructure, economic openness, and public safety remains a defining part of the country’s appeal.
